Project Overview

This system is designed to automate the processing of indirect taxes in a secure multilevel intranet that is accessible to tax divisions of Russia and Belarus. The system provides control over the deduction and payment of indirect taxes when goods are transported between Belarus and Russia. The system meets the following requirements:

  • Multilevel structure: Four levels are available in the system: taxpayer, province, region, and central administration.
  • Distributed application: The data are distributed between several database servers and data integration is implemented using the replication mechanism.
  • Web–driven application: The functionality of automated workstations is provided through web browser.
  • Multiplatform: In addition to PCs, IBM xSeries 206 and 236 servers with Windows and Linux operating systems are used. Oracle and MySQL are utilized as database management systems.
  • Security: Information protection tools certified by the Belarusian State Center for Information Security ensure the system's security. Special system components detect intrusions, prevent unauthorized access, and provide cryptographic protection and the use of electronic digital signature (EDS).
  • License–free: The system does not include software development tools that require licenses or other permissions.

Project Execution

The IBA team was comprised of seven people. The project was completed within seven months. IBA performed the following tasks:

  • Requirement analysis
  • Design
  • Implementation
  • Testing
  • Installation at the customer site
  • Maintenance and support

Java and C++ were selected as the basic programming languages, while Linux and Windows as the programming platforms.

Project Results

According to the Belarusian IT weekly Computer News, the system served as the completing stage in the creation of the new taxation mechanism in Belarus.
